I’m a fan of Penner but I agree that it would probably be the best time to fight a “high caliber” athlete. Penner is coming off a few loses, has not fought in a very long time and when guys go from UFC to local shows they lose the edge

There is less than 5 creditable opponents that could have stepped up to face Tanner after Denny dropped on short notice.
-Hague (booked)
-Rama (booked)
-Cheng (signed with Onefc)
I had Hudson on wait to take it if anyone dropped out. Tracey is a very dangerous and skilled Heavyweight who has lost to some of Canada’s elite (Rama, Hague).
The heavyweight division in Canada is very tough to find options in, I think the Tracey/Boser fight is great. Let me know if you have any other “Matchmaking” tips I could follow
